Dr. Jhin serves as the CEO of the Information and Technology Corps (ITCO, United Nations Partnership Organization), which is known as 500/13 Initiative. This initiative is to “Provide 500,000 Computers for 10,000 Schools for 33,000,000 Students in 60 Countries by 2013


Dr. Jhin was the Director of Peace Corps’ Special Initiatives, 2007-2008. In this position, Jhin was the Peace Corps’ liaison to the White House Initiative on Asian Americans and Pacific Islanders, the Department of State’s Inter-Agency Working Group, White House Initiative on Digital Freedom Initiative, and the United Nations Secretary-General’s Office. During 2002-2007, he served as the Director of Office of Planning, Policy, and Analysis at the Peace Corps.


Politically, he received three Presidential appointments: National Advisory Council on Adult Education by President Gerald Ford; Executive Assistant to the Secretary of Veteran’s Affairs by President George H. Bush; Director of Special Initiatives at the United States Peace Corps by President George W. Bush. Last two Positions are equivalent to Assistant Secretary level. Dr. Jhin served as the National Chairman, Asian American Republican Coalition; National Chairman, National Korean American Republican Assembly.


Prior to the Peace Corps appointment, he served as the Director of the National Asian Pacific Center on Aging, Los Angeles (NAPCA, LA), and served as Commissioner of the California Postsecondary Education Commission.


At NAPCA in Los Angeles, he directed the Senior Community Service Employment and Community Capacity Building Programs for 200 seniors, and worked with seventy community agencies. Dr. Jhin has testified before Federal, state and local aging agencies and organizations about the needs of Asian Pacific Islander older Americans.


During 1990-1993, Dr. Jhin served as Executive Assistant to the Secretary of Veterans Affairs. In this Senior Executive position, Dr. Jhin served as a personal advisor and consultant to the Secretary on the formulation of broad department policies and the implementation of Department of Veterans Affairs programs authorized by congress and mandated by the President. Dr. Jhin's major responsibility was to launch Total Quality Management (TQM) initiatives in the agency and transform the VA to adopt TQM culture.


During 1983-1990, Dr. Jhin served as Assistant Superintendent for Educational Technology in the District of Columbia Public School system. Prior to that, he was the Director of Special Projects at the U.S. Department of Education.


Dr. Jhin's many achievements have been recognized at the national level and he has numerous significant honors including "Who's Who Among Students in American Universities and Colleges" and “Outstanding Young Men of America". He also received “Kukmin-Hunchang Dongpaik-Chang”, highest civilian award from the Korean government. He was named "Huntsville's Outstanding Young Educator of the Year" by the Huntsville Alabama Jaycees, and "Alabama's Outstanding Young Educator of the Year” by the Alabama Jaycees. He also received the prestigious "Distinguished Service Award" from the Federal Council of Asian Pacific Americans. Dr. Jhin also served as the National Chairman of the Asian American Voters Coalition (AAVC).


In 1969, the U.S. Junior Chamber of Commerce selected Dr. Jhin as one of four Outstanding Young Educators of America. In 1975, the President of the United States appointed him to serve as a member of the National Advisory Council on Adult Education.


Dr. Jhin has earned five college degrees: an Associate of Arts degree in Liberal Arts from Freed-Hardeman University, a Bachelors degree in Mathematics from David Lipscomb University, a Masters degree in Government and International Relations from New York University, a second Masters degree in Mathematics from Boston College, and a Doctorate degree in Mathematics Education from Auburn University. Dr. Jhin is fluent in English and Korean, and has facility in Japanese and Greek. He is married to Hyo Bee Choi.
